New York Legally Bans Dual-Currency Sweepstakes Gaming

New York took a step toward eliminating all non-licensed and regulated gaming in the state in 2025 by getting a dual-currency sweepstakes gaming band put into place. S5935A was introduced in March, with the Senate passing the bill in June by a 57-2 vote. The State Assembly unanimously passed the legislation days later, 141-0. Gov. Kathy Hochul didn’t sign the bill into law until Dec. 5. The legislation removed dual-currency sweepstakes gaming and sportsbooks in the state.

Sen. Joseph Addabbo, who introduced the dual-currency sweepstakes ban bill, commented in a press release on its passing and what it means for potential online casino expansion in New York.

“Signing my bill into law is not the end of the conversation, but rather a necessary step toward responsible modernization of New York’s online gaming landscape By shutting down unsafe, unregulated sweepstakes casinos, New York is reaffirming that if online gaming is going to exist in this state, it must be legal, well-regulated, and built with strong consumer protections. With downstate casino licensing progressing and the illegal sweepstakes loophole now closed, the state is better positioned to hold serious discussions about regulating and potentially legalizing iGaming in the near future, possibly as part of the upcoming budget process.”
